Performance Measures

For the April 2023–March 2027 grant cycle, there are nine performance measures and two evaluative measures for State Partnership Program grantees.

The nine performance measures focus on:


  • Hospital emergency departments (EDs): 


  • Establishing standardized recognition programs
  • Increasing the number of pediatric emergency care coordinators (PECCs)
  • Ensuring staff weigh and record children in kilograms
  • Ensuring hospital disaster plans address the needs of children.


  • Prehospital settings: 


  • Establishing standardized recognition programs for EMS agencies
  • Increasing PECCs
  • Increasing the number of EMS agencies that have a process for skills-checking on the use of pediatric equipment,
  • Ensuring EMS agency disaster plans address the needs of children.


  • Family representation: 


  • Prioritizing and advancing family partnership and leadership in efforts to improve EMSC systems of care.

The prehospital-based performance measures focus on:

  1. improving pediatric readiness in prehospital systems by establishing a standardized pediatric readiness recognition program for prehospital agencies,

  3. increasing the number of prehospital agenc

For the first year of this new grant cycle, Program Managers are expected to create a four-year strategic plan by October 1, 2023 for your Family Advisory Network (FAN) representative. This plan should

EMSC State Partnership Programs are to prioritize and advance family partnership and leadership in efforts to improve EMS systems of care. For the first year of this new grant cycle, Program Managers are expected to create a four-year strategic plan by October 1, 2023 for your Family Advisory Network (FAN) representative. This plan should include:

  • Ensuring they are engaged as an indispensable and equal partner in the work by centering and integrating the patient and family perspective in EMSC Program Manager efforts.
  • Ensuring they participate in EMSC Advisory Committee meetings and other meetings as necessary.
  • Frequency and details that explain how the FAN representative will be involved in developing and/or implementing the strategic plan and the goals and objectives of the Program (e.g., contributing to educational content, reviewing fliers/handouts/websites, presenting at events or trainings).
